Jan K. Carney, M.D., M.P.H.

University of Vermont Larner College of Medicine Professor of Medicine and Associate Dean for Public Health Jan K. Carney, M.D., M.P.H., has been named associate dean for public health and health policy and senior advisor to the dean. In addition, she will serve as Liaison Committee for Medical Education (LCME) faculty accreditation lead for the College’s 2021 site visit for reaccreditation.

Carney received an M.D. from the University of Cincinnati College of Medicine and completed an internal medicine residency at the former Medical Center Hospital of Vermont, serving as chief medical resident the following year. She was appointed a UVM clinical faculty member in 1985 and in 1987, earned a master’s degree in public health from the Harvard School of Public Health. She was named associate dean for public health in 1999.

Prior to joining UVM as a full-time faculty member, Carney served as deputy commissioner of the Vermont Department of Health from 1988 to 1989, assuming the top post in 1989 and serving until 2003 under Governors Madeline Kunin, Richard Snelling and Howard Dean. During her 13-year tenure as the state’s Commissioner of Health, she championed improvements in such areas as children’s health insurance, teen smoking prevention, and cancer screening. The recipient of the Vermont Medical Society’s 2003 Distinguished Service Award–the highest honor that the Society can bestow on one of its members for meritorious service in the science and art of medicine–she was also honored as a Local Legend by the National Institutes of Health’s National Library of Medicine and the American Medical Women’s Association. Carney is a Distinguished Educator in the Teaching Academy and developed Vermont’s first Master of Public Health degree and other graduate-level public health programs–all online–in partnership with UVM Continuing and Distance Education. She directs the Rural Health Research and Delivery Core for the Northern New England Clinical and Translational Research Network, working to engage clinicians, communities, and public health advocates in the development of research relevant to rural health needs.

Nationally, Carney recently served as vice-chair of the American College of Physicians’ Health and Public Policy Committee, contributing to health policy publications in areas of social determinants of health, insurance coverage, and patient partnership in health care. At UVM, she was instrumental in leading the College to a successful LCME Accreditation in 2013, and initiated and co-led the university’s transition to becoming a smoke-free campus in 2015.
